The Emanuel County Sheriff's Office is dedicated to serving and protecting the citizens of Emanuel County, as well as providing a safe community for all who pass through. The sheriff's office is a full service law enforcement agency, with deputies, detention officers and investigators performing the duties of road patrol, civil process service, warrant service, criminal investigations, traffic enforcement, courthouse security and inmate detention.

Chief Deputy J. Rocky Davis has been a sworn law enforcement officer since the year 2000, with all of that service as an employee of the Emanuel County Sheriff's Office. Davis was appointed Chief Deputy in 2013 by Sheriff Stephens. Prior to that, he supervised the Investigations Division. In his capacity as Chief Deputy, he is responsible for managing and overseeing the day to day operations of the entire agency, under the direction of Sheriff Stephens.

Chief Deputy Davis is a 2005 graduate of Georgia Southern University with a Bachelor's Degree in Criminal Justice and is also a Georgia P.O.S.T. certified law enforcement instructor.

Chief Deputy Davis is supported in the administration of the agency by the supervisors of the Administrative, Uniform, Detention and Investigations Divisions.
